The book is devoted to the history of creation and development of the oscilloscopes in the USSR. These devices were created by research centers in four cities: Vilnius, Minsk, Lvov and Gorky. The history of each of the centers is described by famous persons who have worked for many years as leading specialists of these research institutes. The current (for 2020) state of these centers and the prospects for their development are also briefly described.

The book is dedicated to the unique history of the creation, development and scientific and technical activities of the Vilnius Research Institute of Radio Measuring Instruments – the largest research center of radio-electronic profile in the Baltic States. Established at the end of 1944, the enterprise for a long time was the leading one in oscillography, microwave technology, pulse generators, and medical equipment. The company employed over 2000 people.

The article will discuss main procedures and best practices for testing a wide-bandwidth signals by using USB sampling oscilloscopes. The article reviews the performance parameters that are used to specify the quality of the signals and networks, and examines how they can be effectively tested and assessed. All tests for both electrical and optical signals are made with the PicoScope 9200 USB sampling oscilloscopes.
